What Is the Free Home Insulation Grant, and Which Schemes Fund It?
"Free home insulation grant" isn't one single scheme — it's shorthand for several UK government-backed programmes that pay energy suppliers or local councils to insulate low-income and energy-inefficient homes. In 2026, two routes are actually funding insulation:
- ECO4 (Energy Company Obligation 4) — the main route for households on qualifying benefits. Large energy suppliers are legally obligated to fund insulation and heating upgrades for eligible customers. ECO4 runs across England, Scotland and Wales and is open until 31 December 2026.
- Warm Homes: Local Grant — delivered through local councils in England, for households who don't receive benefits but are still on a low income (or live in an eligible postcode area). Launched April 2025, it runs until 31 March 2028.
- LA Flex — a council-referral route that sits alongside ECO4. Some councils can refer households who don't receive standard benefits, based on local low-income criteria — so it's worth checking even if you think you don't qualify.
You may see the GBIS (Great British Insulation Scheme) mentioned elsewhere online — this closed to new applications on 31 March 2026 and is no longer accepting new homeowners. If you were relying on GBIS, ECO4 or the Warm Homes: Local Grant are now your live routes.

Who Qualifies for Free Insulation in 2026?
Eligibility depends on which scheme fits your household. Most people qualify through one of three pathways:

A few things worth knowing before you check:
- Both homeowners and private tenants can apply — tenants need landlord consent.
- Your home generally needs an EPC rating of D, E, F or G to qualify for any of these routes. You can check your current rating with our EPC Checker.
- You only need to meet the criteria for one pathway, not all of them.
- Social housing and privately rented properties have slightly different rules — a landlord contribution may apply in some cases.
Bottom line —You only need to clear one of the three routes above — not all three — and EPC band D-G is the common thread across every route.

What the Grant Covers
Loft Insulation
Mineral wool or blown-fibre insulation laid across the loft floor. Up to 25% of a home's heat is lost through an uninsulated roof. Installation typically takes a few hours and can save around £150–£330 a year, depending on how little insulation was there before.
Cavity Wall Insulation
Insulating foam or beads injected into the gap between brick layers. Cavity walls without insulation can account for up to 33% of a home's heat loss. A typical install takes half a day and saves around £250–£295 a year.
Solid Wall Insulation
For older properties (commonly pre-1930s) without a cavity to fill. Insulation is fitted internally or externally. It's a bigger job than cavity wall insulation, but can save up to £400 a year and is prioritised under ECO4 for solid-wall homes.
Floor Insulation
Underfloor or overboard insulation fitted beneath ground floors to stop draughts and cold spots, especially in older homes with suspended timber floors.
All installations under these schemes are carried out by accredited installers following PAS 2035 and registered with TrustMark. Which measures you're offered depends on a home survey — not every property qualifies for every measure.
Bottom line —Loft and cavity wall insulation are the quickest, cheapest measures to fund; solid wall insulation saves the most but is the bigger job. Your survey decides which ones your property is offered.

Beyond the direct bill savings, a properly insulated home also tends to see an improved EPC rating, fewer cold spots and less condensation, and a boost to resale or rental value.
Bottom line —Solid wall insulation saves the most per year but is the biggest job; loft and cavity wall are faster wins if your survey shows they're needed.

What If You Don't Qualify?
Not everyone will meet the criteria for ECO4 or the Warm Homes: Local Grant straight away — and that's worth knowing upfront rather than finding out after applying.
- If you're just above the Warm Homes: Local Grant income threshold, ask your council about LA Flex; many areas set their own, broader criteria.
- If you're outside England, the Warm Homes: Local Grant doesn't apply to you — Scotland, Wales and Northern Ireland run separate national schemes, and ECO4 still covers Scotland and Wales.
- If your EPC rating is already C or above, insulation grants generally won't apply, though other schemes (like the Boiler Upgrade Scheme for heat pumps) may still be relevant.
- You can also pay for insulation privately — cavity wall and loft insulation are relatively low-cost compared with solid wall work, and 0% VAT applies to insulation materials and installation UK-wide.

What Do ECO4, Warm Homes: Local Grant, and LA Flex Actually Mean?
- ECO4
- The fourth and current phase of the Energy Company Obligation, running until 31 December 2026, requiring large energy suppliers to fund energy-efficiency improvements — including insulation — in low-income and fuel-poor households.
- Warm Homes: Local Grant
- A council-delivered scheme for England, launched April 2025 and running to 31 March 2028, open to low-income households (income £36,000 or less) who don't receive means-tested benefits.
- LA Flex
- Local Authority Flexible Eligibility — the route that lets a council refer households who don't receive a qualifying benefit, based on local low-income or vulnerability criteria set out in its own Statement of Intent.
- EPC
- Energy Performance Certificate — a government-issued rating from A to G of a property's energy efficiency, valid for 10 years. These insulation routes require band D-G.
- GBIS
- The Great British Insulation Scheme — a separate insulation grant that closed to new applications on 31 March 2026. No longer live; ECO4 and the Warm Homes: Local Grant are the current routes.
- PAS 2035
- The government's technical standard for whole-house retrofit insulation work, which every accredited installer on these schemes must follow.
