What is cavity wall insulation?
CWI fills the gap between the inner and outer leaves of a cavity wall with an approved insulating material—so rooms stay warmer for less fuel.
In the UK, millions of homes built roughly from the inter-war period through the late 20th century have cavities that were never filled, or were filled poorly. For those properties, free cavity wall insulation under ECO4 can be one of the highest-impact fabric measures—often paired with loft insulation or a boiler replacement when the whole-house assessment supports it.
Materials are typically mineral wool, bonded polystyrene beads or systems suited to the exposure zone. Installation uses small external drill holes; holes are made good afterward.

Who qualifies for free cavity wall insulation?
Think in two gates. Both usually need to pass before installers can fund CWI under ECO4.
Gate 1 — Household
You generally need one of these routes:
- Qualifying means-tested benefit (Help to Heat Group)—e.g. Universal Credit, Pension Credit, income-based JSA/ESA, Income Support, certain tax credits
- Disability-related routes where rules allow (PIP, DLA, Attendance Allowance—confirm current list)
- LA Flex / Flexible Eligibility via your council’s Statement of Intent
- Other ECO routes your supplier maps (social housing programmes differ)

Gate 2 — Property & cavity
The survey must support CWI:
- Cavity wall construction (not solid wall)
- Cavity largely unfilled—or failed fill that can be remediated
- Adequate cavity width; clear of excessive debris/bridging
- Exposure, render and damp history suitable for the system
- Owner-occupier or tenant with landlord written consent
EPC band alone does not guarantee free CWI. Suitability is physical first; scheme scoring second.

ECO4 (live)
Larger energy suppliers fund efficiency measures for eligible homes. CWI is a core fabric measure. Delivery guidance runs to 31 December 2026. Obligation funding is finite—a paper “yes” can still wait for capacity.
GBIS — Great British Insulation Scheme (closed)
Ended 31 March 2026. Do not apply expecting a new GBIS award. Residual admin may exist only for works already contracted.
LA Flex / Flexible Eligibility
Councils publish a Statement of Intent for non-benefit routes (income caps, health vulnerabilities). Same property survey still applies. Some councils pause Flex after rule changes.
Warm Homes Plan — direction of travel (not “ECO5”)
Long-term policy is shifting toward the Warm Homes Plan. There is no official consumer scheme branded ECO5 to apply to today.
