LA Flex Boiler Grants – Get Approved Without Receiving Benefits
The LA Flex scheme is part of the ECO4 initiative that allows UK councils to offer free boiler grants to households who don’t qualify through traditional benefits. If you’re on a low income, have health conditions, or are elderly, you may still be eligible — even without Universal Credit or other benefits. Learn how LA Flex works and how to apply.
What Is the LA Flex Scheme?
LA Flex stands for Local Authority Flexible Eligibility. It’s a special route within the ECO4 scheme that lets local councils approve vulnerable or low-income residents for free boiler grants — even if they don’t receive government benefits.
Under LA Flex, each council sets its own rules and approval process. This means you could qualify for a free boiler based on your circumstances, not just your benefits status. Funding is still provided through the national ECO4 scheme, but the decision is made locally.
Councils use LA Flex to help people who might otherwise miss out — such as those with health conditions, elderly residents, or families struggling with high fuel bills.
Who Can Qualify for LA Flex?
- Low household income (e.g. under £31,000)
- People over 60 living alone
- Homes with young children and high fuel bills
- People with disabilities or long-term health conditions (e.g. respiratory, heart, mental health)
- Properties with low EPC ratings (D–G)
You do not need to receive government benefits to qualify through LA Flex.
Note: Your boiler should usually be at least 15 years old and your property must have an EPC rating of D, E, F, or G.
How Do Councils Approve You?
Councils issue a declaration confirming your eligibility for LA Flex. You don’t need to contact your council directly — your installer or grant provider will coordinate everything on your behalf.
Just apply through the grant website and the process will be managed for you from start to finish.
What’s the Process to Get a Free Boiler?
- Submit your application online
- Your installer checks if your council supports LA Flex
- Council approves your eligibility
- You receive a free boiler installation if accepted
LA Flex vs Standard ECO4 – What’s the Difference?
ECO4: Based on DWP benefits (like Universal Credit, Pension Credit, etc.)
LA Flex: Based on council-defined criteria — you don’t need to receive benefits.
